12.52.030 Unlawful camping.
It is unlawful and a public nuisance for any person to camp, occupy camp facilities, or use camp paraphernalia in the following areas: A. Any public property; or B. Any private property. 1. It is not intended by this section to prohibit overnight camping on private residential property by friends or family of the property owner, so long as the owner consents and the overnight camping is limited to not more than one consecutive night. 2. Nothing in this chapter is intended to prohibit or make unlawful, activities of an owner of private property or other lawful user of private property that are normally associated with and incidental to the lawful and authorized use of private property for residential or other purposes; and provided further, nothing is intended to prohibit or make unlawful, activities of a property owner or other lawful user if such activities are expressly authorized by the city’s comprehensive zoning ordinance or other laws, ordinances and regulations. 3. The city manager may, as provided in Section 12.52.050 of this chapter, issue a temporary permit to allow camping on public or private property in connection with a special event.
A violation of this section is a misdemeanor. In addition to the remedies set forth in Penal Code Section 370, the city attorney may institute civil actions to abate a public nuisance under this chapter. (Prior code § 44.03.007) |

How do you plan to address that throughout the state?GOVERNOR: Well, first of all, you know, through Prop 63 there will be a lot of help coming from that, because luckily there is money available for that. But this is by no means -- I think that the Mayor made it clear -- this by no means solves all the problems. What we wanted to do is, we looked at that situation there and we saw that people don't have running water, they don't havetoilets, they cannot wash themselves and keep themselves clean. I mean, just the basic things that people need, no matter how poor you are. We want to facilitate that and we want to provide safe grounds for those people. And now in the meantime we can go and, while we have these few months now until the time runs out, we have time now to look at it and see what permanent solution we can come up with. But as you know, that people in America have been, ever since I've come to this country in the last 40 years, have tried to find answers about the homelessness. And no one really has found the sweet spot yet because there's always this kind of question, you know, how much do your provide for homeless people? And does this then attract then more people from around the country, if you provide something really nice? But how do you still give them the things that they basically need and so they can be with their animals and that couples can be together and all of those kinds of things? And there are a lot of them that don't want to go to a structure, because when I mentioned, I said, "Well, we're going to find buildings you can move in." They said, "No, no, no, please, don't move us into buildings." So as you can see, one has to work around all of those obstacles. But we're going to try to find a solution. |

Bank: Large crowd left the Bank of England and went down queen
victoria street. It wasn't clear if the cordon was moved or the police
opened it. Vanloads of riot police deployed to stop them, attacking the
demonstrators. 14:52 - Bank: Police have been keeping people penned up on Poultry near the Bank of England for the last while. Demonstrators have now broken out of the pen through police lines towards the west. 14.34 - Bank: Police reinforcing lines at Bank - an inner ring of riot police and an outer ring of normal police officers. Some people are trapped and want to get out and get to UEL for the alternative summit at 16:00. 14.22 - Bank: There is still a large crowd at Bank - cordoned off in a police pen, with no one allowed in or out. At RBS Bank nearby, Bartholomew Street police are violently attacking the tightly-packed crowd. 14.15 - Climate Camp: The camp is relaxed with games, food, speeches and school kids enjoying the reclaimed space. 13:50 - G20 Meltdown: Police trampled over people sitting on the ground peacefully with riot police on horses. A guy's flute was kicked away from him since it could be "used as a weapon". One imc reporter reports being thrown to the ground, punched and kicked by a police officer, with the cop shouting "It's a shame isn't it" as he continued to kick. 13:47 - G20 Meltdown: Bartholomew Lane - Royal Bank of Scotland. 50 cops on horses and 60/70 riot cops + FIT are there. Meanwhile, protestors are inside the RBS branch, and it's being smashed up, but the cops are not intervening. 13:46 - G20 Meltdown: Bank of England - Banner being raised: 'So many battles against the system and finally it ends by itself', another saying 'Stop trading with our future'. 13.45 - G20 Meltdown: RBS Bank surounded on Threadneedle street, reports of one window smashed, and orange smoke canister let off. 13.33 - G20 Meltdown: Tactical withdrawal of police line up Princess street - some bottles thrown, another police line and riot police remain, with the crowd chanting "let us out". Two arrests outside magistrates court, initial arrest was because someone spoke in a 'foreign accent', Many people witnessing the event were pushed over and assaulted by FIT officers (sh104 sh660). 13.31 - G20 Meltdown: Clashes on Threadneedle St, caused by police cordon maintained for no apparent reason, Seior officers declined to give reasons for cordon when asked, police medics seen reaching over lines of colleges to beat protesters. 13.30 - G20 Meltdown: At least 3 people arrested in Queen Victoria St, legal observers present. 13:25 - Climate Camp: Two violent arrest have taken place at the edge of the Camp and put into police vans parked outside the Climate Exchange, 13:20 - G20 Meltdown: Riot police vans have moved in at Threadneedle St, police in full riot gear have moved into the crowd, Legal Advisers are being shouted at by cops, before the call stopped we could hear a lot of shouting and a voice saying "police are moving in". |

If a Citizen,
of America, of California, of Sacramento, becomes homeless, Is this Person or these People, these Citizens, these Humans to be arrested, forced, coerced or labeled as something other than, American Citizens, who have a job and are paying for the house they are living in? Are some of us going to suggest we open up the psychiatric institutions to include some of these, so called, 'Homeless' People, or broaden the laws so as to include more of the, 'undesirables'? Are they, the so called, 'Homeless', to be forced by law to accept a lesser environment then living in a tent or a vehicle on public property - - -, such as a shelter that would require them to enter it by way of a bus and leave each day by mandated rules of that institution, day after day. Are they to be forced by Unconstitutional Law, of a Municipality or State to accept this, or directed to move out of that city, or be informed by that government that they will be arrested. Are the Homeless to be considered criminals, huddled in their car or tent, trying to get some rest for the day ahead, in the hopes of a job, a better tomorrow, a Life of liberty, happiness and prosperity in the days ahead, here in the United States of America. Let us all try and make this a more perfect State, a more perfect America, a more perfect World for all of us.
Let us in addition to other assets for the Homeless such as shelters and support institutions, set aside land areas with, .......... We can get into the details of these so called, 'Safe Ground Land Areas', but, let us start.
And let us not talk about criminalizing, institutionalizing, or terrorizing Homeless with Police being directed to force Homeless to an even worse situation then the tent they may be living in now on public land, at least let us set aside, 'Safe Ground Land Areas', that are for the general welfare for those that might need it and done so in a way that is best for one and all.
The forefathers of this great Nation, America, declared long ago that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness. |
